For a Great State of Mind is PHENOM’s multi-year grassroots campaign to have Massachusetts dramatically increase its investment in public higher education and lower the costs for students. With the rising cost of tuition and fees, immigrants, the poor, and increasingly the middle class are being squeezed out of higher education, at exactly the same time that college is becoming increasingly necessary for the well-being of our residents and for the economic future of the state. PHENOM has worked closely with the Student Immigrant Movement (SIM) and the Massachusetts Immigrant and Refugee Association (MIRA) on Education Opportunity. Right now, children of undocumented immigrants must pay out-of-state tuition rates at public colleges even if they have gone to Massachusetts public schools their whole lives. We seek to rectify this inequity either through legislation or an executive order. Every year the Commonwealth punishes long-term, high achieving undocumented students and denies itself additional revenue, knowledge and skills. They are good kids, who have done nothing wrong themselves, have attended school in Massachusetts for years, have often lived here most of their lives, and have proven their commitment to academic achievement and our state. PHENOM has followed the lead of the Crittenton Women's Union in advocating for funding for the Educational Rewards Program. It was established as part of the 2006 Economic Stimulus bill to encourage and aid low-income students seeking education leading to jobs in high-demand occupations. This program is unique in allowing students to use a portion of their grants to cover living expenses and is ideal for working and/or parenting students. Grants are available to students attending public colleges, and is the only state grant available to students carrying less than a half-time course load and/or participating in a non-degree program.
