Let’s Be Average! Massachusetts is 46th in the country in per capita support for higher education, and cut its support more than any other state in the last 5 years. Since 1990 funding for need-based financial aid declined by 53%, while costs have doubled at 4-year colleges and increased by 60% at 2-year colleges. Feds Agree with PHENOM: Mass. Misused Stimulus Funds PDF Print E-mail

The U.S. Department of Education's Office of Inspector General issued an "alert memorandum" dated September 2009 which documents loopholes in the federal stimulus law that allowed at least 3 states, including Massachusetts, to violate the intent of the law by cutting  rather than increasing spending on public education. This report is, in part, a result of the formal complaint PHENOM had filed.

In case you weren't convinced that enrollments at community colleges were way up, and that resources are stretched to the breaking point....Bunker Hill Community College is now offering some classes beginning at 11:45 PM and ending at 2:30 AM!

Massachusetts Neglects Its Public Colleges: New Study Documents Meltdown PDF Print E-mail

Only 2 states spend a smaller percentage of their revenues on public higher education than Massachusetts.  Where the national average is 6.5%, Massachusetts only spends 3.9% of its budget on higher education.  And this was in 2007-08 – before the economic meltdown.  This is one of numerous important findings in a new national study (http://www.sheeo.org/finance/shef_fy08.pdf) issued by the State Higher Education Executive Officers (SHEEO) and being publicized by PHENOM.
